PETITION TO THE CITY COMMISSION OF LAWRENCE KANSAS
FROM THE ALVAMAR NEIGHBORHOOD ASSOCIATION
We the undersigned homeowners of the Alvamar Neighborhood Association hereby submit this petition to the City Commission of Lawrence, Kansas.
Whereas, the current owner of the Alvamar golf courses (currently described as the Jayhawk Club) has personally and through his duly authorized representatives promised individual homeowners, members of the Alvamar Neighborhood Association, and the City Commission that if “you live on a golf course hole, you will continue to live on a golf course hole;” and
Whereas, in 2016, the City Commission explicitly stated to the owner’s representative that the Alvamar Golf Courses must not be developed in response to the owner’s request for approval of office space and related structures near the existing club house; and
Whereas, the current owner has discontinued watering the Alvamar 9 portion of the course, removed all signage, discontinued play on those 9 holes, and has allowed sod to die, soil to erode, and unprecedented flooding to occur; and
Whereas, an outside consultant from Clarion Consulting has recommended to the City Planning Commission that the Alvamar courses be zoned R 2, which would result in zoning conducive to multifamily density out of character with the historic nature of these areas, loss of existing open spaces and associated habitat and wildlife, loss of the beauty that contributes to making Lawrence a unique and attractive place to live, and significant flood control and water retention challenges.
Now, therefore, we petition the Lawrence City Commission to take the following steps:
Rezone the Alvamar/Jayhawk Courses as Open Spaces, consistent with its statutory authority and consistent with the commitment of the City Commission in 2016.
Take all other necessary measures to assure the open spaces reflected in the Alvamar/Jayhawk course are maintained in perpetuity.
